Did this adminstration think it through? I don't know, maybe they are trying a new way to get China's attention and start meaningful dialogue by showing everyone the downside potential. That's probably optimistic. My guess is, Obama simply wanted to score some points with his union voters and thought 2B a drop in the bucket and the response would be tame. Oops.
